Monday, April 26, 2013 – 9:00 am

1. Call to order at 9:10 by Chair, Nancy Wheatley.
Chair announced that Matt Fee is newly designated as representative of B.O.S.
Chair announced that Bob Williams would participate remotely by phone, due to
geographic distance.
Members present: Dual McIntyre, Tim Soverino, Matt Fee, Mike Glowacki,
Charlie Stott, Steve Anderson.
Staff assistance: DPW Director Buzanoski, Planning Director Vorce.
2. Review minutes from previous meetings.
Chair announced that the minutes of prior meetings were not yet available and
asked for a volunteer to take on the task of minutes. By unanimous consent, Mike
Glowacki will draft minutes.
3. Review of unconnected/unbilled properties in the Sewer Districts.
• DPW Director reviewed the highlights of Woodward & Curran quarterly
updates to the BOS on April 24, 2013 with the power point presentation
(attached).
o The scope of the Town Contract with Woodward & Curran (June
2012) to update the 2004 CWMP had been expanded to include the
Hummock Pond Watershed area, following a contract between the
Nantucket Land Council and SMAST, which had concluded

impairments there may be due to septic issues, storm-water issues,
wildlife, or some combination. Woodward & Curran will determine
whether Hummock Pond Watershed qualifies as a needs area.
o Woodward & Curran had determined that the actual ratio of
secondary dwellings to primary dwellings (within the sewer district)
was not 2/3 as assumed for the 2004 CWMP, but 12%.
Town Administration has directed that the assumption be
25% for this update.
• Discussion continued on identifying properties.
o DPW Director reported that the task continues to identify those
properties within the sewer district which are served by town water,
but are not billed for sewer service. Presently something more than
two hundred such properties are identified. The list to be available
for next meeting.
4. Discussion and/or recommendations to BOS regarding policy for recovery of
past charges from unbilled properties
• By unanimous consent, the group approved the chair’s summary of the
discussion: ‘The chair (with input from the committee) will develop a
memo to the BOS, summarizing the issue, and will circulate for individual
edits. Chair will recirculate a final version to the committee before
forwarding to the BOS.’
5. Discussion on options for changing current capital recovery
• Deferred to next meeting
