Sewer Planning Work Group
Minutes
Meeting: Monday, October 15, 2012 at 1:00 PM in the DPW conference room
Attending: Nancy Wheatley, Tim Soverino, Rick Atherton, Charlie Stott, Steve
Anderson, Mike Glowacki, Dual McIntyre
Not in attendance: Bob Williams
Also Attending: Kara Buzanoski DPW Director, Matt Fee
1) Discussion of CWMP process and 2) Discussion of regulatory background and
CWMP history
Nancy Wheatley noted that the EPA has implemented an Integrated Planning approach to
Federal permits. There may not be a need to go through the CWMP process at this time.
However with the Town Meeting vote for the CWMP funding, the town has voted to
proceed.
Kara described the 2004 CWMP and the trigger of the Nantucket Harbor and Madaket
Harbor MEPs. She will forward these to the group.
2) Discussion of Sewer Criteria checklist
Rick Atherton discussed the BOS vote to allow the lots requested on the STM warrant to
be added to the Sewer District. Staff had recommended not to include them in the Sewer
District.
Nancy Wheatley stated that the criteria were not supposed to be a barrier to connections.
Nancy noted that the criteria have not met expectations. The sewer system is an
environmental resource.
Tim Soverino noted that the numbers of sewer connections were much fewer than
originally expected.
Matt Fee noted that the financing was not looked at deeply enough last time. General
fund was 1/3, and the Enterprise fund was 2/3. It was a political decision. “How can we
find an n equitable way to pay for this?”
Tim stated that the current criteria checklist is based on a flawed financial model. “It
should be redone.” Current users are paying for all the sewer capital work across the
island.
Kara asked if there should be any other criteria beyond the Sewer capacity, Bd. of Health
criteria and zoning criteria.
The group will review this further when the Planning Director is available.
The group asked to have a tour of the Surfside WWTP so that they could get a first hand
view of the facility. They also asked for the Sewer Enterprise budget for the past 5 years.
The meeting was adjourned at 3:00 pm.
Next meeting is November 19, 2012 at 1pm in the Surfside conference room at 81 South
Shore Road.
