Morrison Draft: June 4, 2014 OVERVIEW Students’ efforts would focus on applying extant data and methodologies to advance five objectives: (1) Foresee the minute-to-minute demands NFD will likely face in future years, (2) Improve response time metrics, (3) Identify and evaluate possible adaptive deployment strategies for NFD’s consideration, (4) Identify and evaluate statistical tools that could enhance NFD’s resilience in responding to waves of multiple concurrent emergency calls, and (5) Elucidate spatial aspects of emergency calls, to inform potential adaptive deployment strategies and clarify hypothetically “optimal” location(s) for future expansion of NFD facilities that may become necessary beyond 2020. In early 2014, the Town established a “New Fire Station Work Group” to address an impending near-term decision and to identify other long-range future options. INTRODUCTION The near-term decision is driven by an immediate need to meet near-term space and staffing needs of the Nantucket Fire Department (NFD). The necessary choice is either to rehabilitate NFD’s existing Pleasant Street fire station, sustaining its use going forward; or to maintain it at minimal cost pending replacement with a modern new central facility at 4 Fairgrounds. Long-range options encompass potential opportunities for NFD to improve its response time metrics and its future resilience to respond to the waves of multiple concurrent emergency calls that materialize in summer months and during peak holiday periods. Further study is needed to clarify these future opportunities in light of anticipated future service demands on the NFD and to conceptualize implementation plans for capitalizing on those opportunities. The immediate need for such research and the ready availability of raw data for conducting it offer an attractive ongoing basis for WPI student projects. Below, I outline several potential directions for one or more such projects. To deliver fire protection and other emergency services, NFD must scale its available resources to demands as they change over the years. It must deploy its resources, minute by minute, to meet those demands. Owing to Nantucket’s isolation from other communities, NFD must accomplish its mission with locally available personnel and equipment only, since it lacks the redundancy from neighboring communities that most other fire departments enjoy. BACKGROUND 2 NFD’s present-day mission has broadened considerably in the 35 years since the Pleasant St. fire station opened in 1979. Factors that have expanded and reshaped service demands include: • The Island’s subsequent growth: more structures, people on island, and vehicles on the road; • Fire departments’ expanding responsibilities for implementing government-mandated fire prevention measures; • The broader array of emergency services that new life-saving technologies have made possible and citizens are entitled to expect. NFD’s ongoing efforts aimed at preventing fires have paid off big time. Fires on Nantucket are remarkably infrequent now (only a quarter of the number NFD dealt with just 9 years ago)—a noteworthy record considering how many structures and people are here compared with nine years ago. That success carries on ongoing price: NFD must maintain its readiness to respond immediately to the waves of fire alarms and other emergency calls it may receive at any minute of any day. Looking ahead, NFD faces two ongoing challenges in the future: (1) meeting nationally accepted service standards—getting to emergencies quickly enough; and (2) resilience—maintaining its readiness to respond to multiple simultaneous emergency calls. These challenges became apparent from preliminary analyses conducted this spring. Those analyses also highlight possible further applications of NFD’s internal data to: • Foresee the minute-to-minute demands NFD will likely face in future years; • Improve response time metrics; • Identify and evaluate possible adaptive deployment strategies for NFD’s consideration; • Identify and evaluate statistical tools that could enhance NFD’s resilience in responding to waves of multiple concurrent emergency calls; • Better understand changing spatial aspects of emergency calls, to inform potential adaptive deployment strategies and clarify hypothetically “optimal” location(s) for future expansion of NFD facilities that may become necessary beyond 2020. SCOPE OF STUDENT PROJECT 1. There exists a vast literature pertaining to the above topic areas, along with many readily adaptable off-the-shelf protocols, adaptive deployment strategies, predictive tools, etc. One initial phase of this project would be to inventory and digest this literature, to identify candidate strategies and statistical tools that might be applicable to NFD’s present single-station configuration. [I have already assembled a folder of such literature, including GIS 3 applications.] I estimate that the team could accomplish this over an elapsed period of two weeks (one week of which could be accomplished prior to arrival on Nantucket). 2. NFD maintains a rich body of raw “call” data that could be used to implement certain strategies and statistical tools identified in (1) above. A second initial phase of this project would be to convert raw “call” data into a useful database for research and predictive modeling. NFD may have other data resources worth exploiting, and opportunities to devise statistical tools may materialize over the course of students’ interactions with Chief McDougall. I estimate that the team could accomplish this phase in parallel with phase 1 above, over an elapsed period of two weeks (one week of which could be accomplished prior to arrival on Nantucket). 3. By the end of the first week on Nantucket, then, the team would be conversant with the extant methodological literature and with NFD’s call data. At this early stage, the team could focus on establishing its working relationship with Chief McDougall and his staff. The third project phase would entail weekly “brainstorming” sessions with the Chief. Students would present him with their thumbnail sketches of possible applications; together, they would identify the most promising and feasible ones for further development. This third phase would be ongoing for 3-4 weeks. Each week’s assignment would be to distill from that weekly meeting one (or possibly two) applications that were deemed to be directly applicable to NFD’s needs, and to initiate work on piloting the specific application(s). 4. Concurrently with the above, the student team would initiate a fourth project phase designed to identify geographic areas of Nantucket where emergency calls are (or may become) increasingly concentrated—so-called “hot spots.” The team will liaison with the Town’s GIS Department and Planning Department to integrate the locational information from NFD’s call data. Insofar as time permits, students (or the Town’s GIS Office) will prepare illustrative maps suitable for examining the existence or emergence of “hot spots.” This exploratory fourth phase will provide a starting point for identifying key spatial aspects of current and future emergency calls. Going forward, such patterns can inform adaptive deployment strategies and will help to clarify hypothetically “optimal” location(s) for future expansion of NFD facilities that may become necessary beyond 2020. 5. As the process of trying out these ideas advances week by week, some ideas will blossom and others will fail—affording students a realistic experience in applied research. Toward the end of the project period, the team can focus on bringing the most promising of these partially developed applications to fruition as feasible options for potential implementation. Conceivably, there could be the makings of a follow-on student project for fall 2015, depending on how many potential “success stories” emerge from this process. Chief McDougall noted that “false alarms” are sometimes/often incidents that are caught early enough to not rise to the level of large fire. Tim Soverino asked if the Fire Department’s role has changed; the Chief suggested not, but that protocols had increased. Neil Paterson re-emphasized the challenge of not having neighboring communities available to help in a severe situation. IV. Staffing issues also considered: Tim Soverino noted that the Fire Department does not staff-up for the season; discussion regarding the call-staff, diminishing numbers with increased demands on schedules, training requirements, proper gear and equipment, and space limitations. Chief McDougall emphasized the supplemental role of call Firemen, and the need for minimal base of personnel. V. Group consensus that Peter Morrison’s report, with some additions, will be the basis for the group’s report to the BOS. Peter recommended the use of the WPI students to investigate further the need and possible location of satellite stations. Then!there!is!the!large!and!increasing!number!of!alarms!that!prevent!fires!and! asphyxiaDons!(traced!by!the!blue!line!shown!at!the!top).! ! 8% Lastly,!NFD!responds!to!roughly!1,200N1,400!EMT!calls,! delivering!a!broad!range!of!emergency!medical!care!to!the! injured!and!infirm!(traced!here!at!the!top!in!green).!! ! 9% NFD!faces!four!ongoing!challenges!in!the!future:!!! ! First!will!be!to!maintain!its!focus!on!prevenDng!fires.!!NFD!must!implement! rigorous!inspecDons!and!respond!quickly!to!emergency!calls—ideally!within!5! minutes.!! ! Second!will!be!to!respond!to!the!increasingly!numerous!hazard!emergency!and! % NFD%once%relied%on%a%large%pool%of%“call”%personnel—67%call%firefighters%in%1980.%%Today,%that%number%has% shrunk%to%less%than%1/3RRjust%20%call%firefighters.% % Nonetheless,%NFD%s=ll%has%to%respond%to%mul=ple%concurrent%calls.%%And%episodes%of%mul=ple%concurrent% calls%are%now%stretching%its%resources%to%the%limit.% 12% This%table%compares%the%frequency%of%mul=ple%concurrent%calls%during%the%peak%summer%months% in%2009%and%2013.% % Let’s%begin%with%July:%%That%month,%NFD%responded%to%328%emergency%calls%in%2009.%%206%of%these% (roughly%2%in%3)%represented%a%single%dispatch—one%emergency%at%a%=me.%%The%crew%that%was% dispatched%had%returned%to%the%sta=on%before%any%second%emergency%call%was%sounded.% % The%boNom%line%here:%We%should%begin%considering%how%to%address%this%emerging%issue.%% Nantucket’s%fire%dept.%is%not%alone%in%facing%these%concerns,%and%innova=ons%devised%elsewhere% may%be%adaptable%here.% % The%next%row%up%shows%that%103%other%calls%were%received%before%that%first%crew%was%back%at%the% sta=on,%poised%to%respond.% % And%one%more%row%up%shows%17%occasions%in%July%when%there%were%three%concurrent%calls.%%Two% crews%were%out,%responding%to%emergency%calls,%and%then%the%sta=on%received%a%third%emergency% call.%%At%this%point,%resources%are%nearly%exhausted.%%This%triple%whammy%likely%persisted%%for%only%a% few%minutes,%un=l%one%of%the%crews%returned.% % Now,%focus%on%the%top%row—4%concurrent%calls.%%Only%2%such%episodes%occurred%in%July%2009,%and% there%were%none%in%August.%%% % But%by%2013,%there%were%8%of%these%4thRorder%concurrent%episodes%in%July%and%2%in%August.%%This%is%a% troubling%trend.%% %% Such%episodes%are%transient—the%median%dura=on%of%these%highRorder%(4+)%episodes%was%only%6% minutes.%%But%those%minutes%could%poten=ally%degrade%response%=me%to%yet%another%alarm%% 13% To%wrap%up:%We%studied%the%nearRterm%op=ons;%and%we%iden=fied%longRrange%opportuni=es.%% % The%nearRterm%op=ons%are:%To%either%rehabilitate%the%exis=ng%Pleasant%St.%Fire%Sta=on%in% order%to%maintain%it%as%part%of%NFD’s%infrastructure%going%forward;%or%just%maintain%the% Pleasant%St.%sta=on%pending%its%replacement%by%a%new%central%facility%elsewhere.%% % Where%might%a%new%central%facility%be%situated?%%Here%we%seNled%on%a%twoRstage%plan:%a%new% facility%at%4%FG,%sized%to%meet%foreseeable%needs%for%the%next%5%to%10%years,%followed% therea_er%by%any%expansion%that%may%prove%necessary%at%a%hypothe=cally%op=mal%loca=on— perhaps%4%FG%or%possibly%some%other%more%op=mal%loca=on.% % We%also%iden=fied%the%Fire%%Department’s%longRrange%future%needs.%%There’s%much%more%at% issue%here%than%simply%where%to%house%the%Department.%%We’ve%iden=fied%longRrange% opportuni=es%that%deserve%further%examina=on%and%refinement.%%And%we’ve%set%in%mo=on%a% process%for%evalua=ng%their%feasibility%and%fit%with%Nantucket%a%decade%or%two%hence.%%% % Among%these%opportuni=es%are:% RImproving%response%=me%metrics%by%an=cipa=ng%the%minuteRbyRminute%demands%on%NFD% resources;%% RFor=fying%resilience%by%using%adap=ve%deployment%strategies;%
