HomeMy WebLinkAbout09242012 Coastal Management Plan Work Group MinutesMINUTES: Coastal Management Plan (CMP) Work Group – September 24, 2012 PRESENT: Bam LaFarge, John Stover, Carl Borchert, Jamie Feeley, and Emily MacKinnon (facilitated meeting) ALSO PRESENT: Jeff Carlson Meeting called to order at 5:05 pm The preliminary agenda was approved by unanimous consent. The minutes from September 10, 2012 were approved with a motion by Carl and a second by John. Old Business: Dave emailed a new Sector map since the last meeting, but accidentally only sent it to a few members of the work group. Jeff made several printouts of the maps to circulate among the members present. The Committee discussed the first public hearing for Sector 2 to be held October 15. John suggested that the Committee agree on a basic agenda/protocol for the hearing. The following general agenda was agreed on: 1. Introduction of Coastal Management Plan Work Group and its charge by the BOS (inform public that CMP has been directed to draft a plan for Town owned coastal properties only). 2. Allow CZM representatives to make a presentation on general coastal processes and coastal management issues. Introduce new shoreline change maps and examples of how other communities have been addressing planning in the coastal zones. Introduction and emphasis on No Adverse Impact strategy. 3. Introduce CMP Matrix and briefly discuss each issue within the Matrix. 4. Describe CMP’s Sector map and how it was created. Introduce Sector 2 (topic of public hearing) and describe its boundaries. 5. In depth discussion of each Matrix topic followed by public comment on each one. A moderator will be needed for the hearing and should be Sarah as Chair of the group. Several handouts should be available to the public at the hearing including: Sector Maps, the Matrix, breakdown of Town owned property and erosion control structures within Sector 2. Dave will be taking care of an advertisement to put in the paper for the October 15 public hearing. The ad should include a description of Sector 2, brief description of the CMP work group and the date, time and location of the hearing. John highlighted the importance of making people understand that they are part of the process. Jamie described a coastal management plan he had researched in Ireland that would be a good reference for the group. He will forward a link to this information on line. Public Comment: Rick Atherton commented that there is very little information up on the CMP website and that this would be very helpful for getting the public more involved. Emily will work on getting minutes and information up on the site. It will be a very useful tool for keeping the public informed of the group’s progress. Sandra Welsh recommended Cornelia Dean’s Against the Tide as well as a film called Ocean Frontiers. She also passed around an article from the Boston Globe dealing with “Not In My Backyard” issues. She stated the importance of having a Master Plan for the Town. Rick informed her that Nantucket does in fact have a Master Plan and will make sure she has access to a copy of it. It was also announced that there is a link to the Master Plan on the Town’s website. Rick raised the concern of potential impacts to coastal properties that the Town owns or has an interest in from erosion control projects constructed/permitted on adjacent private properties. He identified a filing that is currently before the Con Com for the construction of an erosion control project which could have impacts on a newly acquired TON interest in an adjacent property. He asked the CMP to consider and discuss how the Town can be more pro-active about representing its concerns and interests during the permitting process for these projects. He also asked for input on what kind of monitoring/data should be requested by the Town for a project such as this moving forward. Rick also recommended including One Big Beach easements in the scope of the CMP’s plan. The Committee discussed D. Anne’s previously presented idea of setting up a fee structure for a fund to research cumulative impacts of coastal erosion projects. This will be discussed further under the data collection part of the Matrix and with more input from CZM. Jeff discussed the Con Com’s role in permitting coastal projects and what their jurisdiction is. He also identified an increased awareness over the last several years, by the Commission, on the need for long term monitoring of these projects and their requirements for such monitoring in permits that have been issued. The meeting was adjourned at 6:35pm with a motion by Jamie and a second by Carl. The next meeting is scheduled for Monday, October 15 from 6-8pm at 4 Fairgrounds Road.
