HomeMy WebLinkAbout09102012 Coastal Management Plan Work Group MinutesMINUTES: Coastal Management Plan (CMP) Work Group – September 10, 2012 PRESENT: Bob DeCosta, Bam LaFarge, Jon Stover, Carl Borchert, Jamie Feeley, Emily MacKinnon, and Sarah Oktay (arrived about 5:30pm) ALSO PRESENT: Dave Fronzuto Meeting called to order at 5:04 pm The preliminary agenda was approved by unanimous consent. The minutes from August 27, 2012 were approved with a motion by Bam and a second by Carl. Old Business: Dave will speak with the Town GIS department to have a new Sector map created with clearly delineated boundaries between each Sector. a) The Committee refined the strategy for future Sector discussions and drafting, agreeing on the following: A public hearing will be scheduled and held for each Sector, progressing through the winter. At the meeting(s) following each hearing the Committee will work on writing/drafting the section of the Coastal Management Plan pertaining to the Sector. A series of public hearings can be held again next summer for additional input from summer residents, etc. As each section of the Plan is drafted it can be made available on the Town’s website. Dave reiterated how helpful it will be to have the new FEMA flood maps and CZM’s new shoreline change data available during this process. The Committee can also continue to get input from CZM throughout the drafting process. b) Carl asked for clarification on the Committee’s decision at the last meeting to remove the items, Preparation and Review, Data Accessibility, Consistency, and Integration with the Harbor Plan, from the body of the Matrix. The Committee discussed this again, and while the original intention was to list them as a checklist for the other sections of the Matrix, it was decided that they should be left in place. If these topics are irrelevant to some Sectors they can be listed as such. Dave informed the Committee that the item Data Accessibility originally came from discussions with the Conservation Commission about making it easier for data collected from one project to be used when reviewing another project, etc. Jon asked if the Coastal Management Plan should require any kind of ongoing monitoring or data gathering in areas where information is lacking. Dave suggested that the Committee can make recommendations to the Town and to the Con Com for specific data to be required of applicants and can recommend that the Town have its own specific requirements for data collection/monitoring of projects proposed and constructed on Town owned land. CZM will be an invaluable resource for information on appropriate monitoring requirements for projects in the coastal areas. c) There has been some difficulty scheduling room space for the CMPWG meetings. Dave will look into booking a room at the school, 2 Fairgrounds Rd, etc. Sarah will work on getting a list of area association contacts through the civic league. October 15 will be the public hearing for Sector 2 and October 29 will be the Committee’s first “writing” meeting to work on drafting a section of the Plan for Sector 2. Dave will make sure someone from CZM can be in attendance for both meetings. Bob suggested the Committee decide when to schedule Sector 3 discussions after the public hearing for Sector 2 is completed. Dave mentioned to the Committee that the Town is going to begin discussions with state officials and the Army Corps of Engineers about raising the Jetties. Bob mentioned that the new water tower and Brandt Point Lighthouse have identical lights operating at night creating navigational confusion. The Committee may want to address this with a recommendation during discussions of the appropriate Sector(s). Public Comment: D. Anne asked the Committee to consider who is really looking at the issue of cumulative impacts from coastal projects, namely erosion control structures. The Committee discussed how the Coastal Management Plan could potentially address this issue. Bob voiced concern over the Plan’s ability to cover this as it will only address Town owned land. It was agreed, however, that the Plan could recommend that the Town and permitting agencies such as the Conservation Commission always consider cumulative impacts of future projects and that the Committee could discuss a recommendation for a “fee” to be collected from individuals or groups that construct erosion control structures and that the money could be used for ongoing monitoring of cumulative impacts. The Committee can discuss this further in the future. D. Anne also asked that street addresses be included along with Map and Parcel ID’s in the list of Sector roads/infrastructure. Other: Jon suggested that the Plan identify a method and possibly a schedule for reviewing and updating the Plan in the future. Dave suggested that the Committee can always include as a recommendation to the Board of Selectmen that the Coastal Management Plan be applied to all private properties as well as Town properties. Bam asked for more information and clearer maps identifying Town roads and public ways that should be considered in Sector discussions. The meeting was adjourned at 6:06pm with a motion by Bam and a second by Carl. The next meeting is scheduled for Monday, September 24 from 5-7pm at a location to be determined.
