PRESENT: Sarah Oktay, Bam LaFarge, Carl Borchert, Jamie Feeley and Emily MacKinnon
ALSO PRESENT: Jeff Carlson, Kara Buzanoski
Meeting called to order at 5:02 pm
Sarah and Bam have both spoken with Eric Savetsky who is very interested in the CMPWG planning
process. Sarah will speak with him more about attending upcoming meetings on behalf of the Land
Bank.
APPROVAL OF AGENDA: The draft agenda was approved unanimously.
APPROVAL OF MINUTES: The minutes from the August 13, 2012 meeting were approved with a motion
by Jamie and a second by Bam.
Sarah reviewed the updated matrix that she distributed prior to the meeting and will merge it with the
“game plan” document that was previously drafted to include/list other policies and plans already
covering some issues within the matrix. She will try to prepare this for the next meeting.
Jeff provided a comprehensive list of Town owned land and infrastructure found within Sector 2 and
also provided a list of erosion control structures currently constructed within the same area. The
Committee agreed that this was important and useful information to have for discussion of the Sector.
Sarah suggested that photos of the erosion control measures and information on respective Chapter 91
licenses would also be helpful. Jeff agreed and said he could also research open Con Com permit
information and make a list of which projects have received Certificates of Compliance.
The public infrastructure that appears to be found within Sector 2 includes Jetties beach, the Dionis
beach house and the beach stairs at Steps beach. Jeff will find out if there are additional Town
easements in this Sector for beach access.
The Committee discussed how to proceed and Carl suggested that the Committee could try to
synthesize the properties and matrix issues prior to meeting on each Sector. All agreed that more public
input will have to be collected next summer. Jeff also added that we can include input from CZM
throughout the process as well.
The Committee agreed that sending a draft or outline of the plan as it relates to each Sector to
appropriate homeowners associations and interested parties in advance of next summer will be crucial
to getting maximum input and participation.
Carl stated that coastal erosion, alternative energy and public infrastructure are likely to be the three
largest issues relative to public concern.

The Committee agreed that meetings and public hearings would be more productive next summer if the
Committee has already been through one round of discussions on each Sector ahead of time.
Rick Atherton asked how the one big beach easements were being considered in the Plan and how
potential impacts by adjacent erosion control structures would be dealt with.
Emily will begin producing a list of contacts for each Sector of the island to include homeowner’s
associations and other interested parties or groups so we have a base of public to communicate with
throughout the process.
Helmut Weimar suggested that the Sector map should be revised to show clearer endpoints to the
Sectors with clear descriptions of where one Sector transitions into another.
Helmut asked if there was shoreline change data available for the entire Island. This will be updated this
fall/winter and will be made available through the CZM website.
Sarah will have to miss the meeting on 9/24. The October meetings will be scheduled for 10/8 and
10/22. The Committee will work to create a schedule for Sector discussions at the 9/10 meeting and
Sarah will post this schedule in the paper so members of the public are aware well in advance when
each Sector will be discussed.
Emily will work on getting copies of all meeting minutes to the Town for posting on the CMPWG
webpage.
The meeting was adjourned at 6:33pm with a motion by Jamie and a second by Bam.
The next meeting is scheduled for Monday, September 10 from 5-7pm at the
4 Fairgrounds Road Training Room.
