HomeMy WebLinkAbout08132012 Coastal Management Plan Work Group MinutesMINUTES: Coastal Management Plan (CMP) Work Group – August 13, 2012 PRESENT: Sarah Oktay, Bam LaFarge, Carl Borchert, Jamie Feeley and Emily MacKinnon ALSO PRESENT: Jeff Carlson, Kara Buzanoski Meeting called to order at 5:11 pm APPROVAL OF AGENDA: The draft agenda was approved unanimously. APPROVAL OF MINUTES: The minutes from the July 30, 2012 public forum were approved with a motion by Jamie and a second by Carl. The Committee discussed the scheduling of future Sector meetings. Bam pointed out that it would be very helpful to have a list of the Town coastal properties in each Sector in Advance of our meetings. This should also include public roads and rights of way that are managed by the Town. Kara pointed out that there is a map on the DPW’s website of private and public roads. She will send around a link to the group. Jeff anticipates that we should be able to integrate updated FEMA maps as an overlay too which will show us where storm surge areas and velocity zones are located around the island. Sarah will be in touch with Eric Savetsky from the Land Bank about their interest in participating with the work group’s review/drafting process. Jeff and Kara added that One Big Beach Easements are considered Town operated land and should also be included in the Committee’s discussions The Committee discussed how to proceed and decided on starting with a trial run of Sector 2 at the next meeting in order to refine the process and to get a better idea of how long the process may take. A schedule for reviewing the remaining Sectors will be developed based on this initial attempt at Sector 2. Sarah and Jeff briefly discussed the matrix of issues that was previously drafted. There are two versions of the matrix that have been distributed. One of them is more specific to the information and resources available on each topic, while the other one outlines where specific issues are already covered by other regulations or plans and which agencies/groups are involved. Before the next meeting Sarah will work on merging these to documents. Jeff will work on production of a list of Town properties. Public Questions/Discussion: D. Anne asked how the plan would address the “protection of public infrastructure” around the island. The local Wetland Protection Regulations has performance standards that allow coastal engineering structures for this purpose. Jeff pointed out that there are very few locations if any, besides the Baxter Road area, where a private project could go hand in hand with the protection of public infrastructure. It is worth keeping this in mind as the Committee moves through the island Sectors. D. Anne brought up a concern that the public is not well informed on the general principles of coastal erosion and coastal processes. She wondered if another public forum/speaker series would be a good idea…Sarah noted that while it may not be possible for the CMPWG to hold such a forum again, there are likely other island organizations that would be interested in doing so. The meeting was adjourned at 6:15pm with a motion by Jamie and a second by Sarah. The next meeting is scheduled for Monday, August 27 from 5-7pm at the 4 Fairgrounds Road Training Room.
