PRESENT: Sarah Oktay, Bam LaFarge, Carl Borchert, Jamie Feeley and Emily MacKinnon
ALSO PRESENT: Dave Fronzuto, Jeff Carlson, Kara Buzanoski, and Steve McKenna
Meeting called to order at 5:05 pm
APPROVAL OF AGENDA: The agenda was approved with a motion by Carl and a second by Jamie.
APPROVAL OF MINUTES: The minutes from June 25, 2012 were approved with a motion by Carl and a
second by Sarah.
Sarah described the charge of the CMP work group (the Committee) to the public and introduced its
members. She explained the process for gathering information and drafting the plan that the Committee
has agreed upon with the Board of Selectmen
Dave introduced and described the Sector map of the island and provided a virtual tour of the island’s
Town owned coastal areas. He also discussed the most important and potentially threatened
infrastructure located in coastal areas on Nantucket.
Julia Knisel, a coastal shoreline and floodplain manager with MA CZM made a presentation on CZM’s
Storm Smart program and how it can inform regional planning. She also discussed CZM’s no adverse
impact approach to coastal management along with hazard mitigation and how to consider sea level rise
during the planning process.
Public Questions/Discussion:
- What percentage of the Nantucket coastline is currently Town owned land?
- Why is the Coastal Management Plan only addressing the management of Town owned land?
- The plan should consider impacts of both ongoing erosion and periodic storms within each
Sector.
- The Committee should reach out to land trusts and private property owners that are direct
abutters to these Town owned coastal properties as they may have a greater interest in the
Plan.
- An informational brochure could be mailed to homeowners/residents as an educational tool.
- The actions of private property owners may impact adjacent Town owned coastal properties.
- The Committee should consider how often the plan will/should be updated.
- Coatue and the Haul Over may be especially susceptible to storm impacts.
- Matrix criteria have been established to apply to each Sector in the plan, but these criteria will
continue to evolve with public input.
- A list of existing erosion control structures on island would be helpful.
- The Committee has until 12/2013 to complete charge of drafting CMP, but will move forward
with public input as quickly as is feasible.
- With the no adverse impact strategy in mind, the community should move forward from this
planning process with a desire to experiment and try different erosion control strategies where
appropriate.
- All coastal properties will be under the Conservation Commission’s jurisdiction and all work on
these properties will still require permits from the state and local regulations.
- The Plan will be available for private property owners in coastal areas to review for some insight
on what the Town considers appropriate and what management strategies are likely to be
supported vs. discouraged in a given area.
The Committee and the public observed a moment of silence for Whitey Willauer in a acknowledgement
of his participation and contribution to this Island initiative.
The meeting was adjourned at 6:57pm with a motion by Bam and a second by Jamie.
The next meeting is scheduled for Monday, August 13 from 5-7pm at the
4 Fairgrounds Road Community Room.
