HomeMy WebLinkAbout04232012 Coastal Management Plan Work Group MinutesMINUTES: Coastal Management Plan (CMP) Work Group, April 23, 2012 PRESENT: Sarah Oktay, Bob DeCosta, John Stover, Carl Borchert, Bam LaFarge, Emily MacKinnon ALSO PRESENT: Dave Fronzuto, Kara Buzanoski, Public: Jamie Feeley, Edie Ray, Bert Ryder and D Anne Atherton. Meeting called to order at 5:06pm APPROVAL OF AGENDA: The agenda was approved by unanimous consent. APPROVAL OF MINUTES: The minutes from April 9, 2012 were approved as drafted by unanimous consent. Jamie Feeley recused himself from the Committee for the duration of this meeting and participated only as a member of the public. Old Business: Bob announced that at the Board of Selectmen meeting last Wednesday, April 18, all members of this Committee were made special municipal employees of the Town. Bam asked how the Coastal Management Plan (CMP) and the Harbor Plan will overlap in the harbor areas and if it will result in any conflicts? Sarah and Bob commented that the Harbor Plan can always be referenced within the CMP as necessary, and Dave added that many of the topics to be covered by the CMP were not addressed in the Harbor Plan. It was decided that the Committee can review applicable sections of the Harbor Plan while drafting the matrix for the CMP. Dave reminded the Committee that the Nantucket Islands Land Bank should be invited to attend CMP meetings and may want to consider including their properties in this planning process. He will reach out to them and report back to the Committee. Discussion of Island Coastal Areas: The Committee reviewed the maps of Nantucket that were circulated by Dave since the last meeting and began breaking the coastal areas down into sections. The Areas were created as follows: Area 1A: from the base of the west jetty encompassing the entirety of Nantucket Harbor around to the base of the east jetty Area 1B: the channel Area 2: from the base of the west jetty west to the tip of the bath tub Area 3: Madaket harbor Area 4: Tuckernuck Area 5: Muskeget Area 6 : from the south shore of Ester’s Island east to the sewer beds (point of breakers) Area 7: from the point of breakers east to the loran tower Area 8: from the loran tower east to codfish park Area 9: from codfish park north to the Sesachacha cut Area 10: from the Sesachacha cut north around Great Point and along the outside shore of Coatue Sarah suggested that the Committee should set up a table of the Areas and the topics within the matrix to determine which topics will be applicable to each area. Dave mentioned that homeland security may need to get added back into the matrix in the future because it is often lumped together with erosion and coastal management issues in state planning activities. Sarah suggested that it be made very clear to the public which beaches will be included in each Area so as public hearings are held, the community has a clear understanding of which hearings they will be most interested in attending. Dave will work on having a new map of the Island produced that includes the identified Areas. Kara suggested that maybe the NILB properties should also be included on the map, but in a different color to Town owned properties. Dave will invite Steve McKenna to attend the next CMP meeting. Public Comment: Jamie Feeley asked for some clarity on the order of holding public hearings and drafting the plan. It was discussed that 10 public hearings will be held to address each Area separately. After each hearing the Committee will work on drafting the plan for that specific Area. These sections will be put together into a final draft and additional public hearings will be held at that time in order to receive any final public input. D Anne Atherton suggested that the Committee consider gathering additional information to use in their discussions and drafting of the CMP. For example, the Committee may find it useful to have some of the following information: where public access has been granted on private properties, big beach easements, existing erosion control projects around the island, etc. Bob suggested that maybe a list of easements within each Area could be produced by the Planning Office for consideration during discussions of that Area. Edie Ray asked if the matrix would be made available to the public in advance of the hearings for each Area. Sarah and Bob commented that as the matrix is edited it can be posted on line on the Town’s website so that it is available even as it changes throughout the process. Edie also asked if some implementation strategy would be written into the CMP. Sarah and the Committee all agreed that this would be part of the Plan. John commented that it will be very important to get buy in from the public along the way as the CMP is drafted and throughout the public hearing process. It was decided that neighborhood associations around the island should be contacted to inform them of which Areas they may have an interest in, in order to encourage greater attendance at the hearings. Emily suggested that a schedule be set in advance for all of the Area hearings so that the public can plan to attend as appropriate. Sarah will plan on presenting the CMP work group’s process to the Board of Selectmen at their Wednesday May 2nd hearing with help from Bob. The next meeting is scheduled for Monday, May 14th from 5-7pm at the 2 Fairgrounds Road Conference Room. There will be no meeting on Memorial Day. Instead, the following meeting will be scheduled from Tuesday, May 29th from 6-8pm at the 2 Fairgrounds Road Conference Room. Respectfully Submitted, Emily MacKinnon
