DISCUSSIONOF 1PROCESS
Discussion Welch — June 7, 2018 is just a scheduled check-in prior to the joint meeting if needed; if there
are no changes, that meeting can be cancelled. Temporarily, June 11, 2018 is scheduled as the
joint meeting with the Select Board and the Finance Committee (FinCom).
Gibson — She talked to Select Board members, Jason Bridges and Dawn Hill Holdgate, about
scheduling a joint 3 -way meeting to review the current Capital Improvement Plan (CIP) and
have a pre -season check in. They didn't pin down a date for the 3 -way meeting. Suggested
leaving the meeting for June 11; FinCom will be invited and if they come, fine.
Discussion about a date and time for the 3 -way meeting; June 11, 2018, from 9:00 to 10:00 a.m.
in the 4 Fairgrounds Road Training Room.
Welch — He has the first departmental review of FY2020 projects scheduled for Aug 2.
Gibson — She hasn't got the Departments' presentation schedules firmed up in regard to
starting Aug. 2. She needs to reconcile this schedule with Special and Annual Town Meeting
Timelines. There might be a warrant for Special Town Meeting the CapCom should review.

Discussion Welch — Asked if there are any new CIP projects for the out years.
Turbitt — There might be an Airport project that would have to be approved at Special Town
Meeting; the Airport is eligible for 100% -funding grant for a project which has a tight timeline
to get plans and permits in place and put it out for a bid. The project would probably have to
start sometime during FY2019. For the Department of Public Works (DP)X,), there might be a
lighting project that was approved for FY2019 to be pushed out to FY2020.
Gibson — Our Island Home (OIH) doesn't have anything new but we've been moving out the
new facility number; the Select Board's most recent action was to determine what it would take
to renovate the existing facility or to put a new one on the current site; Rachel Day is working
with a firm to confirm the numbers. Quotes due back next week, after internal discussion

getting together a smaller group that has people familiar with this on it, including from
CapCom. Might ask chair if there is anyone from CapCom who wants to be involved in that
review, people knowledgeable with the history of this, to go over it, see where we are.
Welch — Topical general comment, understand SB and FinCom and other groups involved
here, if we have CapCom members --even if they are designees from another board --on a
workgroup appreciate we get a chance to discuss; beneficial to come to us for someone to
volunteer, various utility in that; comment is in relation to other workgroup matters coming up
including Town Admin 2FG building; if they happen to be a member of SB or FinCom so be it.
Asked if members support or if redundant. Asked about the OIH facility timeline in terms of
2020 being realistic.
Lowell — On CapCom designee to workgroups: That's good.
McEachern — On CapCom designee to workgroups: We need to be involved.
Gibson — Nantucket Police Department (NPD) needs more money for Polpis Harbor and we
need more information; what we appropriated wasn't adequate.
Welch — That would be a question that CapCom should be able to answer at a joint meeting.
Bridges — Asked if the $1M for the Town Pier is a placeholder for a concrete floating dock or
the whole pier.
Gibson — The $1M was already in there.
Welch — If that is not for a new concrete dock, we need to know what it's for. He's concerned
about numbers that haven't changed because it seems not everyone reevaluated their projects.
We need to know if a project has risen to the level of a capital project — FY2026 — FY2028 very
light, would be happy to know.
Gibson — That will come out in the instructions, which we will start putting together for
department capital requests.
Welch — Asked about the status of the new Harbor Master office building.
Turbitt — We appropriated the money but haven't started the project; we sent out bid requests.
We sent out request forms to all departments on who in which department would be
responsible for which projects and any information to be included in the bids.
Gibson — The DPW asked that the projects, which did not go forward for FY2019, be moved
to FY2020; she will get clarity on what those projects are.
She tried to create a spreadsheet showing existing and new CIP out -year items but didn't know
all of the new projects. She will incorporate that and send it out.
Welch — We have the Town Pier in as a new project but have the $1M from last -year's CIP;
people need to understand that there are potentially two different Town Pier project for
FY2020.
Gibson — Whatever document we use needs to show the current FY2020 CIP and the newly
included projects.
Welch — Asked that spreadsheet be produced for the joint meeting and sent out a couple of
days in advance.
Gibson — Haven't heard back from Nantucket Public Schools (NPS).
Welch — Asked if the $400,000 FY2020 was approved and funded under the bond.
Turbitt — No. That's $500,000 for the NPS central office addition. He didn't know CapCom
had approved that because neither he nor Ms Lindner were at the meeting and weren't notified
to that affect.
Welch — The central office addition for $500,000 needs to be added to the FY2019 CIP.
Gibson — Sewer doesn't have any changes but the numbers will have to be refined, especially
the Baxter Road sewer design.
Lowell — He believes the Airport Road Pump Station has a portion being paid for by the
Nantucket Inn; asked that be checked.
Gibson — Any sewer project that weren't approved for FY2019 are being moved to FY2020.
The Solid Waste $22M is under discussion with the consultant and will need to be refined.

Discussion about what the members would like to see in regard to justifying the Sewer
Department new fence request.
Discussion about the `Sconset Water Tank Maintenance; it will be picked up in Ms Gibson's
instruction to the Water Company.
Welch — Under the landfill mining, we were carrying several out years that are no longer there.
Gibson — The program ends at the end of FY2019; we're talking about whether or not to
renew it. She will ensure it is added back in; it's easier to do that and take it out later.
For Town Administration, the seasonal employ housing space -needs feasibility study and
Community/Senior Center feasibility study are place holders. The Travel Demand Forecast
Model and the Town -wide Document Management Solution came from Mr. Larson. He has
asked for $50,000 for the implementation of a Town -wide management tracking system for all
departments and projects.
Welch — Suggest the Management Tracking System be able to interface with the project
database currently being created.
Gibson — The projects in conjunction with Coastal Resiliency Plan are placeholders; we are
doing the plan and something might come out of it. The Intermodal Transportation Facility is a
very tentative project but she doesn't want to lose track of it; the number for it is very decent
and there is a potential for some grants. There are a couple of workgroups; the Harbor Place
Intermodal Transportation Workgroup has been working with the owners on design and
financial feasibility; the numbers are being reviewed by our financial advisor. We haven't
determined the members of the Financial Workgroup.
Welch — Asked that a CapCom member be on the Financial Workgroup. Noted that the
National Grid land involved may, in some way, be rate -payer -owned land; there is equity that
could be part of the payoff.
Gibson — Transportation will be asking for construction funds for three intersections.
Lowell — Thinks the work on the Milestone Rotary should be separated from the Old South
Road bundled projects.
Gibson — The Old South Road improvements will be broken into at least two if not three
projects.
Kickham — Noted the cobblestone improvements; the intersection of Pleasant and Main is
horrible.
Gibson — Continued new Town Administration projects include: completion of the in -town
bike path and the Newtown sidewalk, which might happen some other way; not sure about the
funding source.
Welch — Asked about the disposition of the Nantucket Fire Department (NFD) old building.
Gibson — That was a placeholder; not sure if funds will be necessary for professional services
for a disposition workgroup. Should probably start thinking about what to do with the old
NFD property.
Welch — That site is a quick parking solution in the short term; a workgroup could come up
with a long-term plan. Parking in that area is critical to the success of the Master Plan.
Kickham — The municipal buildings at 20 South Water, 37 Washington Street, and 2
Fairgrounds Road, asked if they are discussed as a group or individually.
Gibson — We have a coordinated planning review process to look at what happens with
"moving parts around" so that a department is not trying to find space while construction is
going on.
Welch — Asked that the disposition of the old NFD be included on the plan. Suggested any
new building design include a conference room wired for audio/visual.

1. K ic am — Asked if the department liaison program will be used this year.
Welch — One thing we might do is everyone must be prepared and reviewed department projects before
eting with that department head. Also, questions put out before the hearing allows for the liaison
tc go :)ut to that department to get answers ahead of time.
