1. We are in a very fast -paced season; seen more housing complaints and rodent complaints.
2. Novak Consulting Group is interviewing staff on operations and how the department will meld with the Human
Services Office. Part of the merger is discussion of the organizational chart. One idea is a Public Health Nurse; we
are currently applying for a grant with the Hospital to hire a public health nurse for vaccinations, go testing, risk
assessments, and blood tests.
3. Working on two outreach projects; the first is with the Sewer Department about grease in the sewer system. The
other outreach project is sun safety; Nantucket was upgraded from fifth to third highest skin -cancer rating in the
country. Fliers and brochures are ready for pick up and distribution.
4. Tick -born disease: he hasn't seen anything on reported cases. The mainland has been seeing an uptick of the Lone -
Star Tick; the adult carries an antigen in its saliva and people bit by an adult Lone -Star tick develop an allergy to red
meat within 48 hours. The Lone -Star Tick is a hunter while the Deer Ticks and Dog Ticks are ambush predators.
Some Lone -Star Ticks have been found on Tuckernuck.

tiorl Draft recommended criteria.
Santamaria — There are new criteria being suggested for the next $2M that was approved: a loan
maximum of $80,000; landscaping not to be more than 10% of total cost; applicant income
should be less than $200,000; the loan must recorded with the Registry of Deeds within 30 days of
approval; and the permit must be applied for and approved within 90 days of the loan approval -
Kelly — In regard to the income cap, might want to require tax returns.
Cooper — Asked what happens if installation is over $80,000, is the property owner responsible
for the balance.
Santamaria — Yes; an applicant can request a waiver for the loan cap or the income cap. This
subject will remain on the agenda for future discussion.
Cooper — Asked who is responsible for the $80,000 loan when a property is foreclosed.
Santamaria — The new owner; in this case that would be the bank. This has already happened; it
is considered a tax lien so the Town is the first lien holder.
Kelly — He thinks this should go through a public hearing process.
MacNab — Concurs with Mr. Kelly.
Santamaria — He will put it on the agenda for final discussion then schedule a public hearing.

Santamaria — Asking to table this for a month. The owner has applied for the permit for a tight
tank.
Cooper — Asked if a fine will be assessed.
Santamaria — That is part of the application fee.

Santamaria — NILB is asking this be tabled while they discussed is with the Department of Public
Works (DPW). A Pickle -ball Court is defined as a Tennis Court and requires a 250 -gallon flow per
court. NILB is asking for the variance since they contend the pickle ball court won't be used the
same amount as a tennis court.
Cooper — It has always been paddle tennis. This is a tennis court.
Santamaria — To change the definition of a tennis court, they must appeal to the State. The State
would then set an actual flow rate.
Visco — They are surrounded by the sewer district; they should have applied to be included in the
sewer district.
Cooper — Concurs, they should get on the Town Warrant for Special Town Meeting, if they are
approved into the sewer district, they can withdraw this application; if they don't get approved, they
then apply for the variant. We should table this.
Santamaria — Right now they have four courts with a 1000 -gallon flow system. If they do nothing,
they can't expand.
Crowley — He wouldn't recommend granting anything without compliance first; that creates man-
hour work within the office to follow up.

Kelly — We should encourage them to get onto Town sewer.
Cooper — If they want to expand they have to redo the septic or get hooked up to Town sewer. He
doesn't see an actual variance in the paperwork.
Santamaria — They have asked for a variance. It's not worded well; if we deny it, they can come
back with a new request.

VIL BOH BUSINESS
1. Mice project update: MacNab — The Massachusetts Institute of Technology (MIT) group will be on Island
Tuesday, August 7, 2018 at 5:30 p.m.; the forum will be at the Athenaeum with an emphasis on ethics and less on
science. In an interview with CNN, Dr. Kevin Esvelt gave a quote, "Evolution has no morality." Changing the
environment will be the emphasis of this forum. It will be televised by NCTV-18; encouraged spreading the word.
Santamaria — Speakers include: Michael Specter, moderator and journalist from the New Yorker; Dr. Ruth Faden,
Bioethicist from Johns Hopkins University; Dr. Sam Telford, Infectious Disease Researcher from Tufts University;
Dr. Kevin Esvelt, Principal Investigator/Biologist from MIT; Dr. Duane Wesemann, Immunologist from Harvard
Kelly — Heard people were impressed by the last forum; skeptics came around to the idea.
2. Weld — Asked if the August meeting is meant to be a public hearing and year-end review. Santamaria — We need
to schedule the annual year-end review; he will schedule it for August 16 meeting. We will review the number of
completed inspections and changed regulations.
3. Kelly — The Town had the Pond Management Principal Forum. It was well attended.
