1. He attended a 2 -week class in Baltimore working on summer institute; all restaurants permitted; have some pool
permit stragglers; everyone has been following the fertilizers on line.
2. He met with Jeff Carlson and NCTV and filmed the introduction for a video series regarding water, harbor, and
ground health issues. The videos are funded by the Nantucket Land Council.
3. Looking to plan the regulation forum in August.
4. Kelly — We talked about developing criteria and guidelines for the loan program. Santamaria — He should have
had that done for this meeting. He'll send that out for August.

Discussion Santamaria — This is a loan for an I/A system in Warren's landing. Almost the entire loan is
going to the cost of installing the system; 7% is going to landscaping. Recommend approval.

Santamaria — This is to help it meet the maximum feasible compliance; it is a small area and
looking for release from setback restrictions. No objections.

Santamaria — They have been receiving complaints but couldn't' get into the dwelling until they
received a complaint from one of the residents. They found eight people residing in the basement.
No one is living there now; it isn't suitable for human habitation. They didn't have a second
means of egress, no fire alarms, the bathroom was upstairs. Zoning does allow for the basement
to be finished and made habitable. The walls were put up without a permit so they don't know if
electrical was done properly.

Santamaria — The comment period was extended at the Select Board meeting. Read his letter of
comments: in Zone 2 wellhead district; increased permeable surfaces increases run off; rodent
scattering and management; use of fertilizers, fungicide, and pesticide; needs assessment on
impact on pedestrian safety; and all units must meet human habitation standards. Asked if there
are further comments.
Cooper — Asked if there is input from sewer and water.
Santamaria — Every department were asked to submit comments; those are in the Select Board
packet.
Visco — Our comments cover the public health aspect.
Santamaria — The biggest issue is being within the wellhead district; he's concerned about the
impact on the aquifer. There are seven acres of proposed impermeable surfaces; for every three
inches of rain, that means 533,000 gallons of runoff that are not being absorbed and flowing to
abutting properties.
Cooper — Asked about the parking.
Kelly — Based upon the density, they do not have adequate parking. Only two spaces are
proposed per unit.
Cooper — His concern is that after the developer is done and everything falls to the
condo/homeowner's association, how does the Health Department ensure they are maintaining
standards.
