January 10, 2018: Motion to Approve. (made by: Hussey) (seconded by: Bridges) Carried unanimously 11. PREPARATION O. OUT -YEAR REVIEW Discussion Welch — The out -year capital improvement plan (CIP) needs to be reviewed as it relates to the up -coming FY2020. Asked the earliest this committee could receive the most information. Gibson — A project notice -to -proceed form will go out to department in the next couple of weeks. This will provide feedback on moving forward with the approved plans; that should provide some information on out -year projects. She's thinking mid-June or mid-July at the earliest; not around July 4. Welch — That form could be placeholders, for our purposes. He prefers the mid-June date for anything that is an addition or change to the out -year CIP with a preliminary follow up late June. Lowell — Suggested scaling down the 10 -year list to priority projects by year. It's up to Town Administration and the Select Board to decide what level of Special Town Meeting they want on these projects when it might be better to wait until the April Town Meeting; we should be talking about that in June. The Town should perhaps come up with a Betterment Plan to pay for the improvement of Boulevarde. Gibson — The Town has a whole -lot of public road projects that need work before taking private roads for improvement before pushing a private road to the top of the list when it isn't even on the list. Welch — Committees working on these should be better integrated. We've got a system to prioritize these projects - the Roads and Rights-of-way Committee, Planning Board, NP&EDC, and Select Board; it's not our priority. Once the system is set up, we can do maintenance on a regular basis; right now we have a disparate disjointed effort. Page 1 of 3 Minutes for April 12, 2018, adopted May17 O'Neil — She's done a design and engineering request for proposal; she could have an architect on board within two month. Reviewed current issues with the structure that have to be resolved. Cozort — Explained how the rooms would be used if the Universal Preschool doesn't get funding. Noted the school has started a Headstart program that needs rooms. O'Neil — We have a 5 -year strategic plan listing all capital projects include $500,000 for land acquisition. Hope to have an article asking for that at the next Town Meeting. Motion Motion to Approve the request as submitted. (made by: Lowell) (seconded by: Hussey) Vote Carried unanimously V.
