Santamaria — For $84,561.00 for an I/A system. Explained that if the cost goes over the loan, the
owner pays the difference or must submit an new application for the new amount. On the new
$2M funding for the next year's loans, the board can set a cap on each loan; currently there was no
limit. The applicant should provide three bids for the proposed work but that doesn't always
happen. No objections.
MacNab — At the May meeting, we will look at putting a cap on landscaping costs.

<17) Don Bracken, Bracken Engineering, Inc. — The current structure is a 7 -bedroom house under
reconstruction with an existing 7 -bedroom conventional septic. Planning an addition of 5
bedrooms, so asking for a bedroom credit using an I/A system. The property is within Zone B of
the Madaket Harbor Protection area. The system will be 15 feet above groundwater; groundwater
flow is toward the ocean. Similar variances have been granted in the Hummock Pond Watershed.
Visco — The current septic limit is for six bedrooms; they are over that now.
Santamaria — Right now they are allowed up to 8 bedrooms with the conventional system; with
the I/A the 12 bedrooms would be equivalent to 6 bedrooms of nitrogen. Title 5 allows an extra
bedroom for every 20,000 square feet (SF) with an I/A system; local regulations limit bedrooms
to 10,000 SF. Explained how I/A systems break down chemicals more than conventional systems.
MacNab — Our goal is to limit the nitrogen loading, not allow enormous houses. Flowing toward
the ocean, the groundwater flows through where a house used to be.
Cooper — Asked if this would set a precedent down the road.
MacNab — We allowed this in the Hummock Pond Watershed.
Santamaria — In Hummock Pond, we went with the net benefit. Nutrient reduction in this case is
25% with an I/A system. Other boards regulate the size of the house.
Cormac Collier, Executive Director Nantucket Land Council — As it relates to other properties
in Madaket, asked if this property bound by the Board decision to have an I/A system and how
many bedrooms would be allowed if an I/A were required.
Crowley — There is no requirement, at this time, for I/A in Madaket due to failure, new
construction, or transfer; that requirement goes into effect July 1, 2019. He recommends against
giving bedroom credits when I/A systems are required in and after 2019. In this case at this time,
the proposal is looked at as representing a net benefit to the environment
Santamaria — If the system failed July 2, 2019, they would be required to install an I/A and
allowed only 8 bedrooms. If the conventional system doesn't fail between now and 2050, they
aren't required to install an I/A.
Collier — Believes that when someone claims there will be no impact on the watershed district,
they should provide significant groundwater data to support the claim.
Bracken — They tested for the flow; it goes toward the ocean.

8. Condemnation of Basement: Locario, 10 Ipswich Street (71.3.2-217)

Discussion (4:38) Santamaria — Reviewed the reasons the basement apartment does not meet human habitation
code. Asking the board to ratify the emergency condemnation. Noted that having to go through
the house is not considered acceptable access.
Elizabeth Locario, owner — To correct some information: the basement has radiant heat and
electricity and there are two bedrooms with a bathroom. She's selling the house and she doesn't
want anyone living down there. Confirmed she doesn't have to do anything since no one is living
there.
Santamaria — Outlined that an apartment must have cooking facilities, bathroom facilities and
separate access.
MacNab — Dogs can be down there but not people.

\I. B01-1 BUSINESS
1. Director's Report
a. At the last meeting, we discussed the Tick Borne Disease cases; he was looking more into how it fits into the
recent weather. Ticks will become active earlier than expected, especially with the wet weather. The incident
numbers next year will be higher than this year. He's looking into prevention actions.
b. Kevin Esvelt's presentation for the MIT mice genome project has been pushed back and is temporarily
scheduled for April 18.
c. With all the storms, groundwater has risen. We've been getting calls about flooded basements. The Select
Board is looking into a resiliency plan. Climate Change is catching up with Nantucket and we will have to look
at other associated issues such as the possible loss of Baxter Road. The high groundwater could lead to more
algae blooms.
d. At the Landfill, there are two different testing protocols happening: standard required landfill testing and added
protocol testing for chemical contaminates. The data is being collected now.
2. Kelly — He recalled there was talk about special sewer -break water testing results that were sent off Island.
Santamaria — He doesn't know about that.
