Greglen, LLC, appeals from an action by the Zoning Enforcement Officer
(the "ZEO"), declining to process a building permit application, in
the form of an e-mail message sent on November 8, 2017, to Jeffrey
Kaschuluk, the appellant's contractor of record. The ZEO stated in
this message that the appellant's project required a special permit
for Neighborhood Employee Housing. In fact, the project consists of
three residential dwellings, and the secondary and tertiary dwellings
received approval from the Planning Board on June 13, 2017. No shared
or group housing of employees is proposed. The principal of the
appellant, Greglen, LLC, is Hamilton N. Shepley. Mr. Shepley is also
the principal of Shepley Wood Products, Inc., a separate entity. None
of the dwelling units upon locus will be rented to employees of
Greglen, Irc., nor will any of the dwelling units be rented to any
employer for their employees; rather, the tenants of the dwelling
units will be renting directly from Greglen, LLC. Greglen, LLC,
Lecorded a Declaration of Restriction pursuant to i` anLucket Go_^_=ng
