Staff: Libby Gibson, Town Manager; Brian Turbitt, Director Finance; Julia Lindner, Financial Analyst; Terry Norton, Town Minutes Taker Attending Members: Kickham, McEachern, Bridges, Lowell, Kaizer, Welch Absent Members: Hussey Late arrival: None Documents used: Copy of minutes for August 2, 2017; FY2019 Capital Project Request Form criteria ranking worksheet. APPROVE1. 1. August 2, 2017 —Held Discussion Welch — Recapped work done on and objectives of the new project request form. Suggested ranking any project, mandated or not, that comes before ConCom to provide a record of where it fits in. Walked the committee through the process of ranking the nine criteria using the on-line worksheet. Members are to review their rankings and inform him if they need to make changes. He wants to review the final ranking, after all members have completed their input, at the next meeting and do a test project using the group ranking to show how it will work in real time. Discussion Gibson — Explained there are some capital projects and have been internal discussions, of a National Grid improvements project, that will eventually come before CapCom and might require a special meeting. Lowell The term placeholder is new; he feels it is a good way to more a project into the process faster. However, placeholder projects should indicate any timing issues. Asked about reappropriating funds to expedite smaller projects. Turbitt — Noted that once money is allocated, it can't be reappropriated; he only permanently borrows what the project actually costs. A Town Article authorizes the maximum amount that can be borrowed for a project; it does not reflect what is actually borrowed. When funds are left over, there are strict guidelines for reappropriating that money; explained the guidelines. Welch — Asked about the disposition of unspent borrowed money. Turbitt — It would have to be reappropriated; explained the procedures he would go follow to do that. Stated that he works very hard to not borrow more than is needed. Explained how a placeholder project is created. Discussion about how to find money to expedite implementation of emergency projects.
