Department of Public Works (P Director's Report. Sitt ing MacNab, Visco, Cooper, Weld Documentation Written status report from DPW Director Rob McNeil Dig cussion �s:02� Santamaria — Mr. McNeil submitted a written report, which was sent to the board members; he will answer questions submitted via emailed. Recently the DPW has been taking new approaches to the way the landfill has been run; they have had 3rd party inspections and are looking at those inspections with the Department of Environmental Protection (DEP) as well as do further hand - m -hand inspections with the DEP. A big landfill question is the sewer sludge and compost and landfill leachate: they changed their methodology in the way things are dropped to the tipping floor; looking to create a leachate collection facility. Looking to do a full audit of Cell 2A and the new cell being constructed. Also collecting the leachate below the compost pile and taking it back to the treatment plant. Waste Options is implementing new best management practices in regards to leachate to create a more sellable compost product. A safety audit has been done and problems indicated are being taken care of and fixed; hopefully the Landfill will be fully compliant by September. DPW working with Waste Options to change the Madaket Road traffic pattern to move those going into the facility off the road and not block through the traffic. "Take It or Leave It" signage is being redone and drop -off protocols being cleaned up; they are looking for a group to take over it. DPW is working with the Energy Coordinator and National Grid to safely remove freon from old refrigerators, freezers, and air conditioners (A /C). The; are restoring all the existing groundwater wells and installing new ones for testing. Page 1 of 3 Page 2 of 3 Minutes for July 27, 2017, adopted Aug. 17 Visco — The Request for Proposal for new evaluation should be ready by the April 2018 Annual Town Meeting. Cormae Collier, Executive Director Nantucket Land Council (NCL) — NLC wrote a letter in regards to a water quality audit; reports are available on the Town website: Arsenic is off the charts and nitrogen is above ten; that is cause for concern in regards to drinking water quality. Would like to get the results for Long Pond. It seems to him the DPW should be able to get it done. They need to get an analysis of nitrogen in the end cake and runoff Feels oversight is still missing. NCL will be contacting the DEP) about further oversight if those actions are not completed. NCL has completed fish sampling: white perch and eels have been sent off to the state fisheries for analysis for certain contaminates; also sent sediment samples. Asked that, if Mr. McNeil is going to do a full presentation, groups in Madaket be informed of the time and date. MacNab — Would like to discuss this again at the September or October meeting. 2. Loan for connection to Town sewer, 16 Keel Lane (66 -381) Sitting MacNab , Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Discussion (5:19) Santamaria — This is a failed system; they will be going to Town sewer. Action Motion to Approve. (made by: Visco) (seconded by: Cooper) Vote Carried unanimously 3. Discussion Marijuana Sitting MacNab, Visco, Cooper, Weld Documentation Supporting documents and plans, staff recommendations. Discussion (5:20) Santamaria — Retail marijuana, we don't have local medical or recreational regulations regarding it. Health Department tangential issues to be addressed: update tobacco regulation to include marijuana, and access by use. Main issues to be addressed: bylaw preventing edible marijuana from being marketed to children, establish an acceptable concentration limit, and detecting active levels of THC in vehicle operators. Nantucket is accessible only through federally regulated waters and it is illegal to be caught with marijuana in federal waterways; the Coast Guard has stated it will enforce the federal laws. Of concern to Nantucket Police is that some medical dispensers are looking to provide home delivery. Discussion about physicians who may or may not write a prescription for medical marijuana. Santamaria — The law for recreational marijuana has been passed but the State regulations have been delayed in the Legislature; it's being left up to the towns. MacNab — Would like to have a public hearing on modifying the smoking regulations to include marijuana in September. Santamaria — He could have the smoking regulations ready by September but the retail regulations might take longer. There are currently no medical marijuana applications; but a moratorium could be proposed at the next Town meeting. Crowley — He thought the law did not allow using marijuana in public places. Richard Ray — The BOH has no jurisdiction over medical marijuana; he would like the BOH to write a regulation stating no recreational use. Santamaria — Town Counsel has said the BOH can't prohibit recreational use. 4. Discussion BOH meeting Time Sitting MacNab, Visco, Cooper, Weld Discussion (5:20) MacNab — Asked opinions on holding the meetings at 6 p.m. rather than 4 p.m. to increase public participation. Cooper — Suggested changing the next few meetings to 5 or 6 and see what happens. Discussion about whether or not to change the meeting start -time to later. Page 2 of 3 Minutes for July 27, 2017, adopted Aug. 17 BUSINESS V. BOH 1. Director's Report a. Summer is going very well; the numbers were 90 fertilizer inspections in June, and July has shown a significant amount. Haven't had many violations because the department is more proactive and inspectors are talking to every landscapers. There has been a reduction in the number of landscapers who spread fertilizer. b. NCL held a forum discussing water quality and received good feedback about that. Comments on things to do better include grey water and mushroom moorings. c. The department is close to the completion of the Community Assessment Plan. Reviewed the three main portions of self assessment. VI.
