ADDENDUM "A"
SANKATY HEAD GOLF CLUB
Sankaty Head Golf Club ( "Applicant ") seeks a modification of Special Permit and
Variance No. 40 -16, prior Special Permit Nos. 061 -89; 062 -94; 066 -97; 020 -03; 087 -04 and 04-
12 and prior Variance No. 022 -83 to relocate a previously approved site on the Applicant's land
for the construction, maintenance and use of four (4) duplex cottages by Applicant's employees
pursuant to Section 139- 33A(1) of the By -Law and to reduce the number of required off - street
parking spaces from twenty -four (24) to eighteen (18) pursuant to Section 139- 18D(2) of the By-
Law. The Applicant's property is located at 100 Sankaty Road, Siasconset, Massachusetts
02564, shown as Lot 2A on Land Court Plan No. 9548 -C and Parcel 02 on Nantucket Assessor's
Map 49 ( "Property"). The Property is zoned Limited Use Genral -3 ( "LUG -3 ").
The Property has an area of approximately 126.58 +/- acres and includes a private golf
course which was constructed in 1921. The Property also includes a Golf Club House, Cart
Barn, Maintenance Building, Garage, three (3) employee dormitories, three (3) separate dwelling
units, and a seven (7) caddie camp residential buildings. The three (3) dwelling units, three (3)
employee dormitories and seven (7) caddie camp buildings are non - conforming because they
exceed the allowable number of dwelling units in the LUG -3 Zoning District. A maximum of
two (2) dwelling units on each lot is allowed in the LUG -3 Zoning District.
On March 8, 2017, the Board of Appeals voted unanimously to modify the above -
referenced Special Permit and Variance to allow for the construction, maintenance and
occupancy of four (4) duplex residential structures by the Applicant's employees and their
respective families, subject to the following conditions:
a. The four (4) proposed employee duplex cottages shall be constructed substantially
in accordance with site plan entitled "Cottages Option Plan 3; 100 Sankaty Road,
Siasconset ", prepared for Sankaty Head Gold Club by Blackwell & Associates,
Inc., dated January 28, 2017 and the plans submitted and approved with the
Certificates of Appropriateness to be issued for the cottages by the Nantucket
Historic District Commission;
b. The Applicant shall provide twenty -four (24) off - street parking spaces on the site,
as shown on the above - referenced site plan, a reduced copy of which is attached
hereto as "Exhibit A ";
C. The use and occupancy of the four (4) proposed duplex cottages shall be limited
to the Applicant's employees and their respective families;
d. Each duplex unit shall be limited to six (6) occupants;
e. The Applicant shall not sell any of the cottages separately.
The Applicant asks the Board to modify and amend further the prior Special Permit and
Variance to allow for the construction, maintenance and use of the four (4) employee duplex
cottages at a new site on the Applicant's property near the main entrance to the Sankaty Head
Golf Club, as more particularly shown on a site plan entitled "Cottages Option Plan 4; 100
Sankaty Road, Siasconset ", prepared for Sankaty Golf Club by Blackwell & Associates, Inc.,
dated May 3, 2017 and the plans submitted and approved by the Nantucket Historic District
Commission Certificate of Appropriateness Nos. 66788 and 66789. In addition, the Applicant
asks the Board to modify the existing and previous Special Permits by reducing the required
number of off -street parking spaces from 24 to 19 pursuant to Section 139 - 181)(2) of the By-
Law.
As grounds for these requested modifications to the existing and prior Special Permits,
Applicant says relocating the site of the cottages from the current site near Isobel's Way
northerly to the new site near the Applicant's main entrance road as shown on the attached
revised site plan, will relocate the cottages away from existing residences along Sankaty Road
and Isobel's Way, will "cluster" the cottages near other employee housing units on the
Applicant's Property and will reduce traffic and safety problems. Accordingly, the new site for
the cottages will not be substantially more detrimental to the neighborhood than the existing
employee housing site. Because most of the employees who will live in the cottages do not have
vehicles and it will be easy and convenient for all employees who live in the cottages to walk to
work, it is not necessary to provide the required 24 off - street parking spaces and the Applicant
requests a modification of the existing and prior Special Permits to waive five (5) of the required
parking spaces pursuant to Section 139 -18D (2) of the By- Law. Moreover, a waiver of five (5)
off - street parking spaces will preserve the scene integrity of the neighborhood and will not be
contrary to sound traffic, parking or public safety considerations. Vehicles will have access to
and from the cottages from the Applicant's main entrance road not from Sankaty Road (Wk/a
Polpis Road) thereby mitigating interference with bicycle and vehicular traffic along Sankaty
Road. The Applicant will provide vegetative screening between the proposed 18 off - street
parking spaces and Sankaty Road. The Applicant accepts and will comply with the other
conditions imposed on the employee housing project by the Modification of Special Permit and
Variance Decision No. 40 -16.
Sankaty Head Golf Club asks the Board of Appeals to modify and amend existing Special
Permit No. 40 -16, the aforesaid prior Special Permits and Variance No. 022 -83 to allow this
zoning relief.

DECISION:
1. At a public hearing of the Nantucket Zoning Board of Appeals, on Thursday, June 8,
2017, at 1:00 P.M., at 4 Fairgrounds Road, Nantucket, Massachusetts, the Board made the
following decision on the application of THE SANKATY HEAD GOLF CLUB, do P.O. Box
293, 100 Sankaty Road, Siasconset, MA 02564, File No. 14-17:
2. Applicant is requesting a modification of prior Special Permit and Variance relief to
relocate, construct and occupy four (4) previously approved duplex cottages to be used for on-
site employee housing pursuant to Sections 139-33.A and 139-32 of the By-Law, and to waive
five (5) required off-street parking spaces pursuant to Section 139-18 of the By-Law. The
proposed work will comply with all dimensional requirements of the By-Law. Applicant owns
and operates a non-profit private golf course which is a pre-existing and non-conforming
recreational facility located in the LUG-3 Zoning District. The locus is situated at 100 Sankaty
Road, is shown on Nantucket Tax Assessor's Map 49 as Parcel 2, and as Lot 2A upon Land
Court Plan 9548-C. Evidence of owner's title is registered as Certificate of Title No. 1308 in the
Nantucket County District of the Land Court. The site is zoned Limited Use General 3 (LUG-3).
3. On March 8, 2017, the Board granted to the Applicant by unanimous vote a modification
of prior Special Permit and Variance relief to construct, occupy and maintain four (4) employee
duplex cottages in a location on the Applicant's property near 90 Sankaty Road. A neighbor was
concerned about traffic safety issues at this location and appealed the decision. The Applicant
proposes to relocate the four (4) employee cottages to an area on its property adjacent to its main
access road as shown on the Site Plan entitled "Cottages Option Plan 4, dated May 3, 2017 and
prepared by Blackwell & Associates, Inc., a copy of which is annexed hereto as "Exhibit A".
The relocation of the cottages will mitigate traffic and safety problems by providing vehicular
access to the cottages from the Applicant's main access road rather than from Sankaty Avenue.
4. Applicant also requests that the Board waive five (5) of the twenty-four (24) off street
parking spaces required pursuant to By-law Section 139-18. Most of the Applicant's employees
who will live in the cottages do not have vehicles and they easily walk to work. Limiting the
cottages to nineteen (19) off street parking spaces will provide more than sufficient off-street
parking, be in harmony with the intent and purpose of the Zoning By-Law, will not be contrary
to sound traffic, safety and parking regulations and will protect the scenic and historical integrity

of the neighborhood in accordance with the provisions of Sections 139-18.D(1) and (2) of the
By-Law.
5. The Board finds that the proposed four (4) on-site relocated duplex cottages for the
Applicant's employees will not be substantially more detrimental to the Village of Siasconset
than existing conditions and would benefit the neighborhood by providing on site housing for the
Applicant's employees and relieve the pressure on scarce housing resources. A waiver of five
(5) off-street parking spaces associated with the cottages is reasonable and safe because most
employee occupants of the cottages do not have vehicles.
6. Accordingly, by a UNANIMOUS vote, the Board GRANTS the requested modification
of prior SPECIAL PERMIT relief pursuant to the provisions of Zoning By-law Section 139-
33.A and a modification of prior VARIANCE No. 22-03 to allow for the relocation,
construction, occupancy and maintenance of four (4) employee duplex cottages on the
Applicant's property to be used by its employees and their families, and a waiver of five (5) of
the required twenty-four(24) off street parking spaces subject to the following conditions:
a. The four(4)proposed employee duplex cottages shall be constructed substantially
in accordance with The Cottage Options Plan 4 prepared for Sankaty Golf Club
by Blackwell & Associates, Inc., dated May 3, 2017 and the Certificate of
1 Appropriateness to be issued for the cottages by the Nantucket Historic District
Commission;
b. The use and occupancy of the four (4) proposed duplex cottages shall be limited
to the Applicant's employees and their respective families;
c. The Applicant shall not sell any of the cottages separately;
d. The Applicant shall provide nineteen (19) off-street parking spaces on the site
unless this Board modified this Special Permit by reducing the number of off-
street parking spaces by 30% (8) in accordance with Section 139-18.D(2) of the
Zoning By-Law; and
e. Each duplex unit shall be limited to six (6) occupants and each cottage shall be
limited to twelve (12) occupants.

DECISION:
1. At a public hearing of the Nantucket Zoning Board of Appeals, on Thursday, June 8,
2017, at 1:00 P.M., at 4 Fairgrounds Road, Nantucket, Massachusetts, the Board made the
following decision on the application of THE SANKATY HEAD GOLF CLUB, c/o P.O. Box
293, 100 Sankaty Road, Siasconset, MA 02564, File No. 14-17:
2. Applicant is requesting a modification of prior Special Permit and Variance relief to
relocate, construct and occupy four (4) previously approved duplex cottages to be used for on-
site employee housing pursuant to Sections 139-33.A and 139-32 of the By-Law, and to waive
five (5) required off-street parking spaces pursuant to Section 139-18 of the By-Law. The
proposed work will comply with all dimensional requirements of the By-Law. Applicant owns
and operates a non-profit private golf course which is a pre-existing and non-conforming
recreational facility located in the LUG-3 Zoning District. The locus is situated at 100 Sankaty
Road, is shown on Nantucket Tax Assessor's Map 49 as Parcel 2, and as Lot 2,4 26 upon Land
Court Plan 9548-GE. Evidence of owner's title is registered as Certificate of Title No. 1308 in
the Nantucket County District of the Land Court. The site is zoned Limited Use General 3
(LUG-3).
3. On March 8, 2017, the Board granted to the Applicant by unanimous vote a modification
of prior Special Permit and Variance relief to construct, occupy and maintain four (4) employee
duplex cottages in a location on the Applicant's property near 90 Sankaty Road. A neighbor was
concerned about traffic safety issues at this location and appealed the decision. The Applicant
proposes to relocate the four(4) employee cottages to an area on its property adjacent to its main
access road as shown on the Site Plan entitled "Cottages Option Plan 4, dated May 3, 2017 and
prepared by Blackwell & Associates, Inc., a copy of which is annexed hereto as "Exhibit A".
The relocation of the cottages will mitigate traffic and safety problems by providing vehicular
access to the cottages from the Applicant's main access road rather than from Sankaty Avenue.
4. Applicant also requests that the Board waive five (5) of the twenty-four (24) off street
parking spaces required pursuant to By-law Section 139-18. Most of the Applicant's employees
who will live in the cottages do not have vehicles and they easily walk to work. Limiting the
cottages to nineteen (19) off street parking spaces will provide more than sufficient off-street
parking, be in harmony with the intent and purpose of the Zoning By-Law, will not be contrary
to sound traffic, safety and parking regulations and will protect the scenic and historical integrity

of the neighborhood in accordance with the provisions of Sections 139-18.D(1) and (2) of the
By-Law.
5. The Board finds that the proposed four (4) on-site relocated duplex cottages for the
Applicant's employees will not be substantially more detrimental to the Village of Siasconset
than existing conditions and would benefit the neighborhood by providing on site housing for the
Applicant's employees and relieve the pressure on scarce housing resources. A waiver of five
(5) off-street parking spaces associated with the cottages is reasonable and safe because most
employee occupants of the cottages do not have vehicles.
6. Accordingly, by a UNANIMOUS vote, the Board GRANTS the requested modification
of prior SPECIAL PERMIT relief pursuant to the provisions of Zoning By-law Section 139-
33.A and a modification of prior VARIANCE No. 22-03 to allow for the relocation,
construction, occupancy and maintenance of four (4) employee duplex cottages on the
Applicant's property to be used by its employees and their families, and a waiver of five (5) of
the required twenty-four(24) off street parking spaces subject to the following conditions:
