Grossman. Members present: C~airman Kenneth W. Holdgate, Jr., Charles "Jack" Gardner, Harry ,Bud" Clute, .Rogers "Skip" Cabot.Minutes of Fetruary 8, 1984 meeting w~re accepted as typed and reading of the same Ks v~ived on a motion frc~ Skip Cabot, seconded by Bud Clute, so voted. DEP~ REPORTS Traffic 'Sa.fety Reconm~.ndations: Recutu~ndations from its Fekruary 9, 1984 meeting. Traf~fic Routing 'During 'Sewer C.o.nStruction: A representative from Modern Continental ConstruCtion Co~Y informed the Board that before they close traffic on South :. Water Street, Broad Street will be open to Steamboat W~arf and South Beach Street will be open to traffic. The Traffic Safety Conm%tttee recommends tPat Easy Street remain a t~o-~y street after the opening of Broad Street and South Beach Street and that the DPW install a sign at either end of Easy Street to read "Caution: T%o Traffic No Parking Either Side". Donald Oliver, DPW Superintendent states signs /traffic control fall under sewer contract. ~.~lter Knott, Traffic Safety Chairman stated he had asked 'contractor about signs, contractc stated signs are towns responsibility. Jack Gardner moved to approve, to instinct ~ev~=_r~contractor to place these signs, seconded by Bud Clute, so voted. Pleasant Street and Spgr.. ks Avenue 'intersection: The Traffic Safety Committee h~s made a site in~ec~ion of tbs intersection and has concluded that the kest longterm solution for the hazard that exists at thi§ location be the installation of a traffic island. 2In the meantime, the Committee recommends that the DPW be instructed to install a painted White line on Pleasant Street at the intersection to serve as a stop line for traffic P~ading southeast on Pleasant Street. The line should be installed beyond the stop sign running from tbs corner more or less parallel to Sparks Avenue in line with fire h~drant on the north' side of Pleasant Street. Jack Gardner moved the DPW install the lines now, w~it for Vanasse/Hangen to design a traffic island for this location when future paving will he done. Bud Clute seconded, so voted. ?~lter Knott also noted, reason for stop siqn at this location being, a person having4 been killed, .. 'and Q~r run t~ru house on this location. Flashing T. ights 'on ~tlantic 'Avenue in front 'of 'Schools: The Committee revie~ad ~he~ s~gge'~ion th~ a flashihg~ light system be in'tailed in this location. The Committee felt that tbs use of flashing lights, while ~uch systems may be appropriate for some mainland communities, are not appropriate for Nantucket Island. Tbs Cc~mittee recommends instead the painting of three cross%~lks (one at each SCDDOl) with the lettering "School" inside each crosswalk. It further.recommends that signs he installed at the beginning of the school zone, one facing north and one facing south which reads "20 Miles Per Hour When Children Are Present". Jack Gardner stated this vas a good idea and moved to approve, seconded by Skip ~Dukes 'Road Tree: The Cu~u,~ttee recommends that a pine tree at the corner of Dukes Road and Madaket Road be removed as the tree seriously blocks the 9iew of drivers coming out onto Madaket Road from Dukes Road. Bud Clute moved to approve, seconded by Skip C~tDt, so voted. .O.range Street: The Con~uittee recommends that no parking eitbsr side be established on Orang~' Street frc~ Union to the Rotary. Walter Knott noted several co,~laints have been krought to .~hls attention,parking across the Our Island Fome. Skip CatDt moVed tO approve, seconded by Jack Gar~Lner. Vana~se~-Hangen-~Engin~erS:' North'Water 'Street: Pursuant to tbs Board's vote of FA~ruary 1/198~' the matter of releaSing the remaining $36,.'490.20 to ~hlter J. Glovacki & Sons, Inc. for North Water Street has been referred to Vanasse/Fan~en for. a recc~m~_n~tion. Noted ~also, vanasse/Hangen undertook a study on the matter, at. the Board's request, last fall.Ron T~u~son in attendance for discussion, he stated Donald Oliver, EPW Superintendent and himself valked the street and noted filler material is not holding, a month ago looked O.K. but now the general w~ar and tear have loosened the blocks. TP~refore reco~nends witholding partial payment until spring. Jack Gardner questioned as to the reason for tbs block not holding. February 15, 1984 Meeting Minutes Mr. Thompson~e~e~could be a number of ~ reasons, one might be the mixture, Amount of mixture does not Pave the right percentage of sand to cement, not a uniform mixture. Mr. Bergman, Executive Secretary als~ .noted, total costs do not have kreakdown of individual .cost per street. Mr. Tt~pson recc~mended to instruct engineer to provide us with road-by-road cost kreakdown for Phase I which ~Duld be helpful for PP~se II estimates. Cost Rreakdo%n would give clear indication of dollars spent and future costs needed. Mr. Thcmpson~ stated this ~uld give to~n a fair bid p~ice, and not ke overbid~for ppase.II future project. He also stated $10,000.0'0 should be retained, with release of $26,4 90.20. Jack Gardner moved to approv~ seconded by Bud Clute, so voted. Bud Clute added, motion should include instructing engineer to provide cost kreakdo%n by road.Uanimous. · Executive 'Secretary:' 'PUblication 'of Codified To~n 'By-La~s: Article 22 of the 1984 Annua~ To%n Meeting ~rrant proposes the adoption of the By-Law Codification system as forth in "The Code of the To~ of Nantucket", published by General CDde Publishers of Rochester, NY pursuant to Article 83 of the 1979 _~n%nual To%n Meeting.. T~ BDard' is pleased bo announce that this document is now available for distribation in a loose-leaf format that will facilitate future revisions. Copies 'are also on file in the Selectmen' s office and the To%n Clerk's office for public reference. The Board needs to set a fee for sale of ~bese b0oks,. Possi_?d].ity in the $25.00 to $50.00 range (such price'to include future supplements).And as the acknowledgement prepared by the editors notes, thanks should go to Nantucket Civic I~ague "whose preliminary cc~pilation of %he Town's by-laws helped to form a frame of reference from which this project %ms begun". Mr. Bergman adds,', this has ~een five years in the making and future Article for 1984 needs.town's acceptance of numbering system ~posed. Loose leaf format option made if by-law needs to 'k~.. pulled out at time amended. Mr. Bergman notes also, reason for ~et fee'.'_', is due to expense of.publishing. Public Inspection of bi-laws may ke done a numker of places in town, not just Board of Selectmen and Town Clerk, b~t Police Department and the Atkeneum will have copies, ,those p~rchasing by-laws might be' lawyers. Mr. Bergman noted that the Civic League should, be given ccmpllmentary copy for all the~:r efforts. Fekruary 29, 1984 ~Duld be the next scheduled meeting. Unanimous vote. Mr. CPairman noted, in case of emergency~ members might be able to be contacted periodically during the ~=ek. Letter stated Chapter 503-of the Acts and Resolves of 1983 extends the hours of polling plaCes in Primary and State Elec. tions by t.hree 'h3urs. Jack Gardner moVed to approve board to sign necessary forms_for both Surfside Road and Marino crack sealing, ~d Clute seconded,' so voted. Discussion followed with Mr. Donald ViSco com~en~g on .Felix Marino operation costs, he felt this was not cost. effective, expensive for town to hire North S~Dre .contractor with all added expenses such as- traveling and infTa-red patching. Suggested town pu~.,chase equipment and have patching program year-round. Being.no further basiness of the Board, J&ck Gardner moved to adjourn at' 8: 35 p.m. ~ seconded by Bad Clute, so voted.
